Depending on the type of change, you may or may not have to pay the fees to the Traffic Commissioner's office. Start your application for a change in your online O-licence account and the system will show you if you have to pay and the documents you will need to submit. If you are increasing the number of vehicles or adding / changing an operating centre, you'll need to get a permission from them similarly to how you did it for your original application and you will have to publish a public notice in a newspaper and pay for it. If you are increasing the number of vehicles, you will need to upload your bank statements with the required amount. Applications to change your licence can take as long as applications for a new licence.

As shown in the video below, you will need to create and complete an "Application to change your licence". In that application you will need to specify the changes you want to make. The changes you specify in the "Application to change your licence" will not affect your existing licence until that application is processed. For example, you can decide to add a new operating centre and remove an existing one. In this case, you can still continue to use your existing operating centre until the application is processed. Only then it will be removed and a new one added.

Always apply for at least the same number of trailers as the number of vehicles even if you think you don't need them. There's no extra cost to have trailers authorised on your operator's licence and no extra financial requirements. If you operate artics (tractor units), you must have trailers authorised even if you use trailers that belong to someone else, like your clients.

If you want to add an operating centre, follow the instructions in the video first. But, if your new operating centre is located in a different Traffic Area, the system will tell you to apply for a totally new operator's licence. In that case and depending on your circumstances, you can either keep your existing O-licence and you'll have a second one in a different Traffic Area of the UK or you can choose to surrender your existing O-licence upon grant of the new one.

The online system may require you to apply for a completely new operator's licence if your new operating centre happens to be in a different Traffic Area which are essentially arbitrary areas in the UK. It may even be geographically close to the previous one but just over the border and you will still need to apply for a new licence. In that case, there will a question in the application "Will you surrender your existing licence once new one is granted". If you want to close your old operating centre, answer "yes" but the system will still tell you that you need to provide financial standing (i.e. bank statements) for the total number of vehicles at the old and new operating centres. Ignore that and just provide enough financial standing for the new operating centre. They will usually accept it.

If your operating centre withdrew permission for you to use their premises and informed the traffic commissioner's office about it, you will receive a letter from them telling you to submit a variation of your licence and add a new operating centre. Technically, you also need to request a "grace period" because at that time you wouldn't have a valid operating centre on your licence. Request it by email to notifications@vehicle-operator-licensing.service.gov.uk with your operator's licence number in the subject of your email.

PAID CHANGES TO YOUR EXISTING OPERATOR'S LICENCE

If you are changing or adding an operating centre on your HGV, you will need to pay a £257 fee to the Traffic Commissioner's office plus publish a new public notice in the local newspaper of your operating centre. You will not required to provide bank statements if you are not increasing the number of authorised vehicles on your licence. This application can take as long as an application for a new O-licence.

If you are increasing the number of authorised vehicles on your licence or adding only trailers, you will have to pay a £257 fee to the Traffic Commissioner's office, publish a public notice in the local newspaper of your operating centre and provide bank statements to cover the new total number of all authorised vehicles on your licence, see: https://transportforum.com/financial-evidence. This application can take as long as an application for a new O-licence.

Changing the type of license from National to International used to be done via a variation to your licence but now you need to apply for a new licence. Push the green button on the Home page that says "Apply for a new licence".
