An Oregon motor vehicle bill of sale is a document that allows buyers and sellers to officially transfer the ownership of a motorized vehicle into the other party’s name. The document serves as a receipt showing that the vehicle in question was sold to the named buyer by the authorized seller.

Once the vehicle is sold, the seller has 10 days to inform the DMV of the transaction, and the buyer has 30 days to register the vehicle with the local Oregon Driver & Motor Vehicle Services department.

Both the buyer and the seller are required to sign the document.

If the vehicle is manufactured after 2011 and weighs less than 16,000 pounds, the sale requires an Odometer Disclosure Statement. This can be completed on the back of the title or a separate Secure Odometer Disclosure Form.

  Vehicle Registration

  You may register a vehicle in Oregon with a title in your name. New owners must inform Oregon Driver & Motor Vehicle Services of a title change within 30 days of purchase.

  The registration documentation should be submitted by yourself if you purchased the vehicle privately. The dealership usually handles the registration tasks if the vehicle was bought from a dealership.

  Registrations should be renewed once every 2 or 4 years, depending on the vehicle type and the fees paid. Registration renewals can be done online.

  Where to Register Your Vehicle

  You can register your vehicle in person at one of the local Department of Motor Vehicles (DMV) offices or submit the application, required documents, and fees by mail at the following address:

  Documents Required by the DMV Office

  • Application for Title and Registration (Form 735-226)
  • Bill of Sale
  • Odometer Disclosure Statement, for vehicles 10 years old or less
  • Original title or ownership document (certificate of origin if new vehicle)
  • Vehicle Identification Number Inspection if the vehicle has an out-of-state or foreign title
  • Driver’s license
  • Proof of compliance with Oregon’s minimum insurance requirements
  • Proof of compliance with Oregon’s Low Emissions Vehicle Requirement, for 2009 and newer vehicles, with 7,500 miles or less
  • Oregon Motor Vehicle Power of Attorney form if someone else is buying the vehicle on the owner’s behalf
  • Proof of death and information on the probate status of the estate for inherited vehicles
  • Proof of a lien release if the vehicle had been subject to a lien release
  • Registration fees
  • Proof of insurance with minimum requirements

  If you bought the vehicle from an out-of-state dealer and it is brand new or has 7,500 miles or less, you may need a Use Tax Certificate

  If the vehicle is new to Oregon:

  • Title from the state where the vehicle is coming from for used cars or the Manufacturer’s Certificate of Origin for new cars
  • Vehicle Identification Number Inspection, done through a local DMV Service Center
  • For vehicles outside of the United States:
    • A completed Customs and Border Protection Form 7501
    • A completed Form 735-6436

    If the transfer takes place within Oregon:

    • • The original Oregon title or a replacement title (if lost)
      • Bills of sale from previous owners

      If you want to register your vehicle and live in Oregon’s Department of Environmental Quality (DEQ) area, the vehicles need to pass a DEQ emissions test. Newer vehicles are exempt from testing requirements.
